Based on Presidential Regulation Number 97 of 2014 concerning the Implementation of One-Stop Integrated Services, it states that One-Stop Integrated Services, hereinafter abbreviated as PTSP, is an integrated service in a unified process starting from the application stage to the completion stage of service products through one door. The principles of PTSP in the Presidential Regulation are the principles of integration, economy, coordination, delegation or delegation of authority, accountability and accessibility.
Therefore, the government issued a policy through the Regulation of the Minister of Home Affairs Number 24 of 2006 concerning Guidelines for the Implementation of One-Stop Integrated Services which is a revision to the previous government policy, namely regarding One-Stop Services which has been implemented since 1997 through the Circular of the Minister of Home Affairs Number 503/125/PUOD concerning the Establishment of One-Stop Services and the Instruction of the Minister of Home Affairs Number 25 of 1998 concerning One-Stop Services.
This revision is based on the reality in the field that the implementation of One-Stop Services in the regions has encountered many obstacles related to the still complicated licensing mechanism and difficult coordination constraints across Regional Apparatus Organizations (OPD), so that it does not run and function optimally. Thus, the complex licensing procedures in Indonesia have become a separate burden for entrepreneurs who want to start new businesses. Based on the Regent of Bekasi Regulation Number 65 of 2016, the implementation of one-stop integrated services in Bekasi Regency is carried out by the Investment and One-Stop Integrated Services Office (DPMPTSP).
